Abstract: CMAP's Congestion Management Process (CMP) is the Chicago region's transportation planning process for comprehensively addressing congestion in the surface transportation system. The CMP provides accurate, up-to-date information on transportation system performance and reliability. The CMP also assesses alternative strategies for congestion management to meet the region’s needs. Systematic collection and analysis of transportation information as a part of the CMP allows CMAP to better understand and communicate congestion management needs with partner agencies. In this way, the CMP employs the knowledge that has come with better data availability, enhanced data management and modeling, and expanded applications of intelligent transportation systems (ITS) to improve congestion management within transportation planning.The CMP will be reviewed in detail, including multi-modal performance measures, data collection, performance monitoring systems, and strategy. Areas of focus will include current efforts to develop a regional transportation data archive system, data for programming decisions, and strategic endeavors, such as implementing congestion pricing in the Chicago region and improving freight system operations.

Biography: Tom Murtha is a Senior Planner for the Chicago Metropolitan Agency for Planning, focusing on the congestion management process to apply performance measurement to the management of the Chicago region's transportation system. Strategic endeavors in the congestion management process include congestion pricing, advanced technology, freight system planning, and planning for walking and cycling.

Previously, at the Chicago Area Transportation Study, CMAP's predecessor, Tom had been Chief Transportation Planner and CMAQ Program Chief with the project programming division. Prior to joining CATS in 1993, Tom worked for various transportation- and planning agencies in Wausau and Madison, Wisconsin. He received both his B.A. in Economics and his M.S. in Urban and Regional Planning from the University of Wisconsin at Madison.

Tom lives in suburban Chicago with his wife and two sons. Volunteer experience includes six years on the Village of Oak Park Parking and Traffic Commission, including two years as Chairman.
